Prices checked
Of the 10 vendors that charge nothing for requests, OVHcloud Object Storage Infrequent Access costs least for 1 TB of backups in 10 million small files, over a year with one full restore: $52.78, that is $4.06 a normal month and $8.12 the month you restore everything.

Backing up 10 million small files one by one, requests alone come to $142.00 a year at Amazon S3, more than the whole year at 7 of the vendors below. 10 of the 18 vendors charge nothing for uploads, lists or reads; a few of them count each small file as a minimum size, named under its row.
Charging for requests is not always a large charge: at Telnyx Cloud Storage they come to $0.04 over this year, and its whole year, $67.96, is less than the year at 9 of the vendors ranked here. The vendors that charge are listed under the table with what requests cost them.

How the bills are worked out
1 TB of backups kept as 10 million files of 100 KB on average, copied file by file; each month 1 million uploads and 1 million reads to check what changed; nothing downloaded in a normal month; all 1 TB downloaded over the internet the month you restore, which reads all 10 million files back.
Each bill comes from the vendor's own published rates through the same engine as the calculator, checked on the date beside it, including any lower rate a vendor publishes for larger volumes. The month you restore adds reading every object back and downloading all 1 TB. No early-deletion charge is counted: what you delete each month depends on your retention, so check each vendor's minimum storage period.
